Iran has issued a NOTAM (flight operations notice) for the center, west, and northwest of the country, advising aircraft to change their routes.

Maybe they are expecting some attack?
NOTAM is mostly defensive move. Basically they do want to shoot at anything flying in that areas and they do not particularly want to down some civilian plane.
