Reports of pervs fondling themselves out in the open soared 51% through June 30, up to 378 complaints from 251 during the same period in 2023, according to NYPD data.
Meanwhile cops issued 159 criminal summonses through June 30 citywide to New Yorkers whipping out their genitals — sometimes to urinate — a staggering 396% increase from the 32 tickets written in 2023, according to city data.

This stuff used to just happen in places like the bathrooms at the Port Authority or Penn Station. NY is now an open cesspool.
Fast forward some months. I was covering a post in the South Yard. The yard Sergeant making his rounds stopped at my post to speak to me. As we were talking, I noticed an hispanic inmate across the yard from me, with his penis out. He was looking directly at me, and he was masturbating. I alerted the Sergeant to the guy, but as soon as the Sergeant looked his way, the inmate turned away from his view.
The Sergeant's first question to me: "Was I sure I'd seen what I'd claim to have seen." I told the Sergeant that having had two children, and boys at that, that I certainly knew what a penis looked like. He had the inmate escorted from the yard, locked in his cell, and I was instructed to write a misbehavior report on the incident. There were specific prison rules against public indecency, and I believed, that if exposing oneself in public and masturbating was a crime on the street (which it was and still is), then it was a crime behind bars as well.
I later learned that the inmate was doing time for rape, and he had a lengthy arrest record. All the more reason for me to document his behavior and make it a permanent part of his record. I don't recall the result of his disciplinary hearing held for the charges, but the inmate never repeated his act to me again while I was at Auburn.
Seeing this makes me sick. There are public laws on the book for public lewdness, that are apparently being ignored by the NYPD and D.A.'s office. I'm sure the police have been told not to arrest these people by Bragg and others. When you fail to enforce the laws on the books, you embolden criminals. When is this perverted madness going to stop?
