What one must realize is that all public appearances of Joe is Joe at his best with probably uppers. Behind the scenes we do not see, Joe is probably much worse. Jill Biden is guilty of elder abuse and his staff complicit in this total fraud.

I'm sure he knew exactly how the debates would be conducted, but, I'm pretty sure he hopes to change some of the rules during the debates and that he can score points even with the obstacles imposed for the debates. And, the rules would tend to hamper Biden more than Trump, if the format and rules and hosts aren't changed, The hosts will try to go easy on Biden, but that would be a negative and the audience could easily see thru that. Biden can't really win the debate, except through the spin that will take place in the left-wing media. To them, Biden calling for the debates and even attending the debates and staying awake (likely under the influence of drug), will make him the winner. People have learned to cut through the spin and notice the actual truth, and the left-wing media can't overcome how the people will view the debates.
