Seems justified. Not sure, he could have had a CCW and was just letting the officer know he was armed. Since the officer who was talking to him was not the one who used deadly force this could be a very unfortunate situation.
We need more information.

What does “showed that he had a gun” mean? That sounds different than “pulled a gun on the officer”. If the gun was legally-owned and was not pulled on the officer but simply showed to him, why would it be justifiable to shoot the guy?

I need more details. I was pulled over by State Troopers, one on each side of the car. They asked if I was carrying anything. I had a CCW. I said yes, and they asked where the gun was. It was easy as I could keep my hands on the wheel, and they could see the weapon on my hip when I adjusted my position. It's not so simple on a motorcycle. Did they ask the bike rider if he was carrying and where the gun was on his person? Was he threatening or complying?
Did the second officer panic and shoot?

Seems justified. Depends.
If he was just informing the officer that he was carrying so he would not get shot then it is not justified.
The police are not allowed to shoot people just because they are carrying.
If he pulled it out and pointed it at the officer, justified.
