It is also possible that part of the bill is for special assessments for such things as water and sewer connections or upgrades.
He has lived there 29 years, so it's likely that the insurance requirement by the bank at settlement is long ago relinquished and he buys his own insurance. The house may be entirely paid for by now, or within a year of burning a 30-year mortgage.
