California testing car tracking as possible gas tax replacement

States are seeking out ways to recoup losses from lost gas tax revenue.

California, which relies on gas tax and other fuel tax revenues to support its roadway maintenance, is piloting the idea of a "road charge," which would charge drivers based on the number of miles they drive rather than how much gas they purchase. The pilot program was initiated due to the fact that the collection of gas tax revenue is estimated to decrease in the coming years, according to the California State Transportation Agency (CalSTA).

CalSTA officials told FOX Business that a bill, signed in 2021, established the pilot program to test the potential feasibility of alternative ways they can pay to maintain the state’s roads, which the agency said could even "show a net savings for some motorists under certain circumstances."

Participation in the program is completely optional, though participants can earn up to $400 in incentives for helping the agency test this system. Participants will experience paying different road charge rates, and in turn provide feedback to the state about their experience, according to the agency. To report their mileage, they will be able to choose between manual odometer entry, an onboard plug-in device with or without GPS, or in-vehicle telematics without GPS.

The state has been exploring alternative revenue after the enactment of the state Senate Bill 1077 in 2014, which determined that it was "important for the state to begin to explore alternative revenue sources that may be implemented in lieu of the antiquated gas tax structure now in place," according to the California Department of Transportation, otherwise known as Caltrans.

Will this mean they’ll repeal all the state taxes on gas if this charge is implemented?

I’ve always believed this is the real reason behind the big fed gov push for EVs.....the left can’t stand freedom and want complete control.

They want to know where we are every second.

Don’t pay your taxes.....they shut off your car.

They believe your spreading what they deem in misinformation.....they shut off your car.

Speak your mind on line......taxes.....they shut off your car.

That’s the funniest thing I’ve read in a long time. Taxes, especially in CA, once implemented, never go away.

Also, how will they fleece visitors from out of state?

That’s how they sell it.

But if they’re TRACKING, then ‘they’ will have FAR MORE capability than just adding up miles. Here’s just 5 that quickly come to mind:

1. Time of day / Day of week pricing
2. Specific road/highway pricing
3. Income-based pricing (as they’re now doing with electricity there)
4. Vehicle-based pricing (car cost more, pay more per mile)
5. Penalty pricing (drove when you were not supposed to, or exceeded your mileage ration)

You pay tax on the number of gallons (i.e., BTUs) of gasoline you pump into your car’s tank.

So why not pay tax on the number of kWh you pump into your car’s battery?

They will raise taxes on gas or mileage sky high so as to force people to go electric.

In current society, most people voluntarily allow tracking all there movements and purchases, all the time.

You are correct about the power the tracking of vehicles gives the government.

This is probably meant, ostensibly, to account for EV's not having to pay the gas taxes. Of course, it being Commiefornia they won't handle it like Alabama does. Commiefornia is looking for an excuse to track you.

In Alabama when you do your annual car registration (we call it "getting my car tag"), EV owners have to pay an additional $200 fee to offset not paying gas taxes through the year. Seems fair to me, and without the state tracking you. For comparison, in Alabama the gas tax is 47.4¢/gallon (combined state and federal). So the $200 EV fee is the equivalent in gas taxes for 421 gallons. If you get 30mpg in a gas car, then that's over 12,600 miles you'd have to drive in a year to pay as much in road taxes as an EV owner.

How will they fleece all the people who live here with Out of state registration and tags?

More and more I see Idaho plates as the predominate out of state plate around San Jose, CA.

It won't be long before they will track your road use by your phone. Even if you're a passenger in a car they will tax you because you are still using the road.

Most people don’t know Google tracks your whereabouts all the time. You can turn it off, but you have to take the action.

WTF are they talking about?

We sell and purchase more gas in each state than ever before.

This is another scheme to tax in one way that makes it look like those who most benefit and use roads will be taxed.

Never mind the price increases that will come to those who don’t drive as many miles
