That’s the funniest thing I’ve read in a long time. Taxes, especially in CA, once implemented, never go away.
Also, how will they fleece visitors from out of state?
This is probably meant, ostensibly, to account for EV's not having to pay the gas taxes. Of course, it being Commiefornia they won't handle it like Alabama does. Commiefornia is looking for an excuse to track you.
In Alabama when you do your annual car registration (we call it "getting my car tag"), EV owners have to pay an additional $200 fee to offset not paying gas taxes through the year. Seems fair to me, and without the state tracking you. For comparison, in Alabama the gas tax is 47.4¢/gallon (combined state and federal). So the $200 EV fee is the equivalent in gas taxes for 421 gallons. If you get 30mpg in a gas car, then that's over 12,600 miles you'd have to drive in a year to pay as much in road taxes as an EV owner.
