I suspect that not a single penny of the cost came from Libyan pockets. Probably didn’t have a lot of involvement in the engineering either.
They are oil rich so can finance all the engineering and construction that they want, and if what you say is true, why did it all end with the execution of Khadafy. Khadafy was nuts, but he did have a vision, and it was a great vision. I hope they pick up at some point where he left off.
Does the Sahara have aquifers (perhaps deep well reachable?) that can be tapped to regreen the desert if funding were there to drill and pipe it and energy pump it out and around?
I mean, California could solve its water shortages with more reservoirs and piping, combined with desalination plants along the ocean, correct? If they had the will to do so.
What’s going to happen to the aquifers after a few decades of heavy draw of water from them?

I should add that there is a huge volume of water there, but that doesn’t mean it is all usable, without heavy processing.
Who do you think paid for it? I don't think they get much foreign aid.
I'm guessing that Libya did pay for it, using oil proceeds.
If it’s invested in soil reclamation and agriculture, they’ll have enough wealth, along with the oil, to make desalinization plants along the Med, and the infrastructure to utilize it. They could be a second Israel.
