How to kill a city.
Keep raising taxes until everything within the city is much more expensive then outside the city. One people will not travel into the city to shop, and those within the city may go elsewhere to shop.
Be soft on crime. Create a safe environment for criminals and if a victim fights back, arrest them and lock them up.
Allow mentally ill people to wander about the city doing whatever they want up to and including violence against ordinary citizens.
In today’s world, New York City has no reason to exist.

There is a trait in New Yorkers that believes no matter how bad things may be, just a little more liberalism is the cure.
They could make a fortune if they charged an exit fee!
This must be a kickback to the MTA for their loyal support to the Democrats all these years.

They built shacks on many streets so people could eat outside during Covid, but they never took them down. They have thousands of citi-bike stalls in the streets which are unused all night, in the winter, when it is raining or chilly. These are blocking traffic. They have bus lanes which prevent the movement of traffic. They also have bike lanes which prevent the movement of traffic and are used almost exclusively by Grubhub and Seamless delivery guys on electric bikes. There has been gridlock in Manhattan for 70 years.
It’s cheaper going to NYC on MetroNorth, but there’s nothing I’d want to visit there.
No, part of the problem is there is not enough money to handle the illegal influx. The existing money is being used to pay for free stuff for the Black population.

Texas can pass a $10,000 toll to enter the state from Mexico.

A great way to discourage people from taking jobs in NYC offices. Now, its office buildings will empty out even faster.
