To enter Manhattan, commuters from other states and boroughs already pay around $15 in bridge and tunnel tolls — and the congestion fee will come on top of that.

Daily parking costs already run $25 to $50 in the congestion zone, which includes a dozen neighborhoods in Manhattan that are south of 60th street

How to kill a city.

Keep raising taxes until everything within the city is much more expensive then outside the city. One people will not travel into the city to shop, and those within the city may go elsewhere to shop.

Be soft on crime. Create a safe environment for criminals and if a victim fights back, arrest them and lock them up.

Allow mentally ill people to wander about the city doing whatever they want up to and including violence against ordinary citizens.

In today’s world, New York City has no reason to exist.

There are going to be a few ways around it. The monitoring will be “on entry into Manhattan south of 60th street”. The key there is “on entry into Manhattan”. There will remain ways to “enter Manhattan” above 60th street, still travel in Manhattan to below 60th street, and evade the congestion pricing tax.
