CHARLESTON, WV (WOWK) – The West Virginia State Senate has passed a bill designed to keep slow drivers out of the fast lane.
Senate Bill 441 was introduced to the State Senate in January with a goal of restricting slow drivers from driving in the left lane, or the fast lane, of multi-lane roads. It would require drivers to remain in the right lane, except in circumstances such as passing a vehicle, preparing to exit to the left or if the right side of the road is in need of repair or otherwise unsafe to drive on, among other exceptions.
Should the bill pass the House and be signed into law, the West Virginia Division of Highways would also be required to post appropriate signs to alert drivers of the rule to keep right.

Water pools on the right side from my experience, there are a lot more water inlets in the middle of the road, at least where I drive.
IIRC correctly back when I was young (T-rex still walked the erf) Texas speed limit signs were posted with either a daytime limit and a nighttime limit or a maximum and a minimum.
I typically drive the limit and occasionally 2-3 over. Obviously a lot of that is in the left lane. My pet peeve is as I come up on a slower vehicle I will flash my lights. Some will move over, many will not as if they don’t see me or do not know what the flashes mean. In many parts of the world ignoring the flashing lights will get your a$$ run over. I guess we don’t teach that courtesy in drivers ed anymore.
Oh yeah ... of the few who do move over about a third flash me the finger as I cruise by. Of course that means they know they were in the wrong and are pi$$ed at being called out on it. Tough shiite dork.
Why is there even a speed limit if it’s not only legal but advised by the law to go even faster in certain lanes?
We currently have such a law in Virginia, but it is not enforced, mostly unknown, and ignored.
For years I’ve tried to understand why a majority of drivers stay in the left lane going below the speed limit, and would love some insight into motives. I can think of a few:
* Insecurity - they are not comfortable judging distance to edge on right, only on left. This includes a majority of (spatially-challenged) women and older folk.
* Domineering & controlling types - “I’m the one determining the traffic flow - not you. You must stay behind me - regardless.”
* Oblivious - drivers in “la la land” when they drive, totally unaware of all cars not directly in front of them.
Love to hear thoughts on what other motives - especially those who insist on driving in the left.....

Federal DOT laws allow for driving 20 miles slower than the speed limit. If you do, you must have your hazard lights on.
Left lane slow drivers yield to riding their ass and flashing your lights
That’ the law in Tennessee and has been ever since I can remember. We are a state of left lane drivers. You can’t get them to move over without the use of a D9 Cat. You can flash lights, beep horn, ride their bumper and they will not move over. Drives me crazy, but then again, it’s a short trip.
That’s religious true with most limited access roads that actually have both a maximum and minimum speed limit. If the minimum is 40, that means if you’re going over 40 you’re not breaking any rules or laws.
Basically be clear I’m otherwise completely in agreement with you. I think people that camp out in the passing Lane that are passing anyone are a major hazard on our freeways. And I can see two reasons for these laws. First it’s a safety issue and prevents things like road rage, and second is it opens the roads up for speeders so they can write them more tickets.
Of course that’s besides the official reason which is that the roads need to be a place where you can go as fast and safe as possible. When people are blocking that lane you can’t.
I live in Seattle where I drove for 41 years, and then move to Kentucky where I’ve driven now for 13 years. The problem it seems to be someone unique for Kentucky drivers is they don’t use their turn signals. The problem in Seattle was that people would get on that thing freeway and make a beeline for the passing lane and then camp out there at whatever speed they were going. They get out of your way in kentucky. Well at least for the most part.
I assume people know how fast they can safely drive. I don’t want to see them dangerously exceeding their limitations. That being said, get them the hell out of the fast lane!
I drove from Charlotte to Ohio yesterday …. The left lane lounge lizards were god awful …. That was the only bad thing about the drive …
I remember in the early 1960s the speed limit signs in Arizona read: “Resume at safe speed.”
I’m confused. Is the speed limit the maximum speed permitted by law, or the minimum speed permitted by law? What is the answer, in theory and practice? Besides, who cares about laws anyway?
Having lived all over the world I can say with the upmost confidence that the worst drivers in the country drive in Louisville. The drivers in Saigon drove better. I saw things there I’ve never seen anywhere else. As soon as you cross the city limits they go totally stupid. For the most part, turn signals are an optional piece of equipment and many don’t buy that option.
