I think it was Voltaire who said that the HRE was neither holy, nor Roman, nor an empire. It had been more of an empire until about 1250, and the Thirty Years War ended any chance that the Habsburgs would be able to reassert meaningful control over the member units within the empire.

Sometimes the start is put at 800 with the naming of Charlemagne as "Roman emperor" (at a time when there was no emperor in Constantinople--a woman was in control). They don't start calling it "holy" until long after Otto the Great.

It finally ceased to exist in 1806.

The Holy Roman Empire emerged from the “Dark Ages” and Germanic kingdoms in what we would call Central Europe. It more or less evolved into the Austro-Hungarian Empire, which survived into the 20th century. Other than it being Western Christian (Roman Catholic) as opposed to Orthodox, there wasn’t much Roman about it.
