Until police officers are issued equipment that will disable a vehicle, they're limited in their responses and have to focus on the driver.
...put a small block of wood with nails on top of the tire so that it punctures the tire if it rolls in either direction, slash the tires, put a rod through the radiator, break all the windows and mirrors, put a prospector's pick through the hood and top of the engine, etc...
