Reconstitution in the Continuity Process
Reconstitution is defined as the process by which surviving and/or replacement personnel resume normal
operations. Figure 1 details how reconstitution is an ongoing process that occurs simultaneously with the other three
stages of continuity. Reconstitution planning begins during readiness and preparedness and continues through the
resumption of normal operations.

Background
Presidential Policy Directive 40 (PPD-40), “National Continuity Policy,” requires all executive branch departments
and agencies (D/A) to provide for “reconstitution capabilities that allow for recovery from a catastrophic emergency
and resumption of normal operations.” PPD-40 also requires D/As to “develop continuity plans, including devolution
and reconstitution.” This requirement stresses the importance of reconstitution plans being fully synchronized with
the D/As’ continuity plans. Ensuring fully synchronized planning requires coordination between the continuity
manager, reconstitution manager, and both the continuity and reconstitution teams. An organizational-level
reconstitution program has several components and certain activities must be performed in steady-state [or prevent] and during continuity operations, not just after a catastrophic incident occurs.

4 days ago my mom had a stroke. She’s doing very well right now, but the first few days turned our lives upside down. So many things were brought to light for me when this started Monday night. I’m trying to take my time and figure out what I truly feel and truly want to say about everything without being reactionary in the moment, because it’s been a roller coaster of emotions. I’ve written and deleted and re-written and deleted this message about a dozen times.
For over 5 years I have dedicated and devoted my entire life to trying to save our country. What happened to my mom this week highlighted the insanity of the problems that exist within the structures of the conservative movement and how the conservative movement treats its very best workers and activists.
Perhaps it’s better that I go live with all of you later today or tomorrow to talk about all of this and explain how I’m feeling.

That’s very sad. I know that Scott Presler often has said that he NEVER gets any help and has to work alone. Literally only himself. Ronna Romney never has responded to any of his calls and won’t assist in any way.
It sounds like Brandon is experiencing the same shabby treatment.
These guys work their asses off. Brandon has been under house arrest. Scott almost died from (I believe) an unknown disease probably from fatigue.
