Emmer previously served as the paid spokesperson for The National Popular Vote initiative, an organization funded by George Soros and Alex Soros. This organization is also heavily tied to Barrack Obama and @TheDemocrats.
This is why they want Tom Emmer to be Speaker of the House.

It is unbelievable just how little the voter actually matters to these career politicians.
They are like a giant corporation, who don’t really give a rip about their customers, so long as they keep buying the goods and keeping them wealthy. I hope one day (soon) we find out just how corrupt is this house of cards.

The major donors are their customers, and they are owned by those customers. Voters once meant something, but now that our elections are rigged by the "customers," they no longer mean anything.
I fear you are correct. It would seem that they got caught off-guard in 2016 and they weren’t going to let that happen again.
Emmer hasn’t won squat so far - he has been certified as the least objectionable of a miserable field of candidates.

Good Grief!
The Washington stint was supposed to be like a long lasting jury duty. You go, do your duty, not get filthy rich, not have a gold-plated pension for life, not live in the lap of luxury, partying along with the upper echelon of society. That’s how it was supposed to be up here as well.
If you get elected up here and serve six years, you then pull a giant federal pension for the rest of your life. Six years. And you don’t even have to do a good job! You can screw up royally (as they all do) and wave goodbye with a giant monthly cheque for the rest of your life.
