It is blocking the sidewalk. They could easily contain it within their yard and people still be able to access it. City is correct.

By that rationale, they could ask that the tents be removed from the sidewalks. Not gonna happen.

So is the park bench next to it, and the large potted plant in the other side of it; neither of which the City seems to have batted an eyelash over.
