Yes. The problem is obviously a modification resulting in a wheel separation. Many of these mods are dangerous to everybody on the highways.
It is extremely rare for a normal wheel attached with standard lugs to separate from the vehicle like this.
My brother got passed on the left by a mounted tire once. It was good he watched where it went because it was his left rear tire,
