I've tried googling a variety of words and phrases and nothing came up.

Seems like it can be done in a free adobe program using pdfs
I’m not sure if this is exactly what you are looking for, but you might try Canva.com or PicMonkey.com. Both of these sites provide tools for graphic layout and design. I have used both.
You can walk into any FedEx Office and have a poster made of any image on posterboard, no program required.

Staples used to offer such a service at a lower price; with a bit of research, I’m sure that you can find a local store to produce what you want without getting into the weeds of software and printing needs.
There used to be a program called LView Poster that would do what you want.

I seem to remember that HP printer drivers could “tile” a large image onto several sheets of paper.
So do I. I also still have me I ❤️ Capitalism t-shirt.
Most printers do this out of the box
Most household printers can do that. Just look in the settings for the word “poster”.
If you set your Acrobat output to be 36 x 72 for the page size and try to print it out to your small printer, It should give you the option to use many pages to create the picture.
The easier option, and the closest I know of to you would be to take the picture to a printer and have it printed out that large. It needs to be a quality picture and if it is already set to the large page size the cost will be lowest.
The nearest to you that I know of would be Quality Quick, Printscape, or Minute Man Press.
You should probably get the poster made professionally at a FedEx or print shop. Scotch-taping multiple 8.5x11 sheets of typing paper together...well, probably isn’t the best image.

It is part of the print function of any modern printer. But, you are going to hate the results. Don’t be cheap. Go to Staples!
I remember something that would blow it up and then print on 8.5 x 11 paper that you would then tape together.
Off subject for a moment, but I think Office Depot sells a service where you bring your image in on a thumb drive and they’ll make a poster of it for you.
Back on subject I’ll see if I can come up with the one I’m thinking about.

I use this to put out posters for when I teach Sunday school at my church. You get used to cutting in just the right place, and then it becomes very easy to print out posters using regular printer paper.
Does it still fit?
Find someone with a plotter. (I have an HP250 design jet color plotter, 24” wide)
Some are roll feed others sheet feed. There are places where you can find 36” width. Possibly even 48”.
The other option, print your photo in sections, paste them together and go to copy shop and have it copied in on sheet. (I did that before I owned a plotter, to make blue prints for store remodels)
