Why isn’t it shot down?

I understand from the current Pentagon response that they wouldn’t mind shooting it down if it was over the ocean, but right now it might fall on someone’s head and kill or injure them.

Since they figured the balloon can’t get much more information than a satellite, so no big risk then they won’t shoot it down while it is above populated areas.

Great question...ask our military...even FJB wanted to shoot it down but the military said no....let that sink in...the commander was told no...

DoD officials said "the threat to population centers" is why they dont shoot it down.

China or Russia would have shot it down and ended the mission. Here in the US the WH ponders what to do, how can this help or hurt someone politically, talk about it for months, allow it to gather information and then go on talk shows and make up BS what they wanted to do but could not convince others, etc. China and Russia have already defeated this cuttent WH because of weakness.
