I understand from the current Pentagon response that they wouldn’t mind shooting it down if it was over the ocean, but right now it might fall on someone’s head and kill or injure them.
Since they figured the balloon can’t get much more information than a satellite, so no big risk then they won’t shoot it down while it is above populated areas.
So if Chinese jet fighters are overhead they won’t shoot them down either for fear of falling debris? 🙄
