I'd be willing to bet that they're both.I just visited South Korea last month for the first time.One of the places we visited was the DMZ. A very,very,*very* spooky place. The South Korean soldiers don't play games...they're as serious as a heart attack.

One of the things we did was go into one of the invasion tunnels that the North Koreans dug. It was discovered in the 1970s thanks to a defector.All I can say is "yikes"!

I remember in the Falkland War the Brits who were great at ASW were unable to find one Argentine sub, probably like the ARA Santa Fe they did get.

After decades of malnourishment NKs military is amongst the poorest in the world. NKs are estimated to be around 1.2 to 3 inches shorter than South Koreans on average.
