In your scenario where the President is no longer serving because of one of the three conditions being met, I understand that the VP is only acting President until she’s sworn in. It appears that her acting time might be anywhere from 15 minutes to a few hours at worst, and that Devolution could be invoked during the “acting” period. Do you think that Devolution hasn’t already happened, or are you just outlining another occasion where it could happen?

Isn’t this exactly what they (not necessarily the VP himself) did to President Kennedy, absent the monarchy part? It seems like they can do away with POTUS and command the military. I agree that the military wouldn’t back the creation of a monarchy.
