I agree with this statement but the VP is electorally certified at the same time that the President is. Once the electorally certified VP assumes the duties of the electorally certified President, she should assume all of the duties of the President, including CINC. I’d have to do some research to determine if any VP’s who became P after the death of the P were unable to be CINC. In most recent history, was LBJ CINC from November 1963 until the election in 1964? I think he was, so it appears that CINC comes automatically with the title of President.
