They don't respect the rules because the rules aren't enforced in the Q thread.
We have the same problem with roaming dogs in our neighborhood. We have a leash law, but law enforcement refuses to enforce it. We have dogs roaming all over the neighborhood because everybody knows the law won't be enforced.
Same thing.
I use my pellet gun on loose dogs without an owner in eye-sight.
I use my 22 for repeat offenders.
