The only real phrase I know from my experience using ‘broken’ is a
“broken arrow” which was a code phrase related to a missing/stolen nuke.

Turtle reminds me of an alky, and Biden is very familiar with his 'friends across the aisle'. It occurs to me that McConnell, the Senator from Kentucky, may store a reservoir of the hard stuff in that pouch he keeps where his neck should be.
