I may be wrong, but I think gw may have been referring to the development process that correctly makes it an old-style vaccination (from attenuated virus), rather than the approval or use process.

It is a “real vax”. It has not yet received full approval, but is granted emergency use - hence those inoculated will be part of an experiment of the “real vax” versus the “faux vaxes” that are actually more like gene threapy.
It fulfills the definition of a vax; the “emergency” means they get to short-cut testing and safety.
It really is made just from (not “with”) dead COVID virus particles.
It doesn’t tell your body to make spike proteins, either via DNA or mRNA injected into your system.
Your body gets a shot of this, and it says, hey, I don’t recognize you. Imma make antibodies to you.
Just like it would for being exposed to live Sars CoV2. Except this virus doesn’t break into your cells and start replicating. Cause it’s dead as a door nail.
