Imagine that you, an enemy of the state, are placed in a psychiatric "Hospital." You will not be released until you have been rehabilitated and re-educated. They can now be tracked and monitored 24/7 with this implant until your monitored nervous and emotional responses convince their "Dr" that you have been sufficiently re-educated to the institution's standards. (Faking becomes considerably less possible!)
