That guy couldn’t keep the bike upright after hitting a chunk of cardboard?

It wasn’t the cardboard, it was her left arm - ended up spinning her out into the ditch as well. Just another idiot trying to get on camera.

He may have hit her arm as well. But seems to me he had enough time to steer around her. Wouldn't have needed to move out very much. Because she was standing out there near the curb for some time before he reached that point. Of course it depends on how close the other bikers around him were to him. Looked like there may have been enough space for him to have moved out that small amount, though. Doesn't look like he even tried.

have you ever ridden a bicycle at speeds close to 25 mph surrounded on one side by spectators and and the others by cyclists inches from you, all going at the same speed...?

maneverability is at a premium in the peloton...

If you look closely at the video, you'll see that the bike's front wheel was knocked to the right immediately on impact. Cardboard alone does not have enough mass to do that. Her arm must have helped. The reason the cyclist could not recover was that his front tire lost traction when it encountered dirt/gravel on the edge of the road. Once the front tire started sliding to the right, the cyclist might as well have been riding on ice.
