Since it’s the DIA (Defense Intelligence Agency for those who missed that part) that got the intel, I would assume that Dong defected to the US military, and they have him. Despite the wokedom garbage, definitely the mil is mostly good guys, and I assume they are taking care of Dong to make sure he’s safe from harm, and they’re the ones that have control of the info.
