When Sessions recused Rod Rosenstein became acting AG for all matters that Sessions was barred from due to his recusal. Rosenstein hired Mueller. Without Sessions recusal he would not have had the authority to do so.

Sessions announced that he would recuse during the Senate hearings on his nomination and he promised not to be involved in any Russia Collusion investigations. He was a member or at least a public part of the Trump campaign and could be seen as a potential target of an investigation.
The FBI was doing their fraudulent 'investigation' at the time but there was no formal DOJ investigation and no Special Counsel, nor would there ever have been had Sessions not recused.

Perhaps it was necessary to let the witch hunt occur so that Q could identify all of the Swampies as they aligned themselves with the globalist cabal.
