the way I heard the story was that sessions had to recuse because he was also a target of fisa surveillance himself??
Sessions announced that he would recuse during the Senate hearings on his nomination and he promised not to be involved in any Russia Collusion investigations. He was a member or at least a public part of the Trump campaign and could be seen as a potential target of an investigation.
The FBI was doing their fraudulent 'investigation' at the time but there was no formal DOJ investigation and no Special Counsel, nor would there ever have been had Sessions not recused.
