Celebrity Cruises will not ask for proof of vaccine in Florida, but there will be different rules for those passengers

Ever since Celebrity Cruises announced restart plans for cruises from the United States, the big question has been how will the cruise line get around Florida's vaccine passport ban.

Florida passed a law that prohibits any business from asking anyone to provide proof of a Covid-19 vaccine.

Under Florida law, it is impermissible for any business operating in Florida to require patrons or customers to provide documentation certifying Covid-19 vaccination or post-infection recovery “to gain access to, entry upon, or services from” the business.

The new Florida law goes into effect on July 1, and carries with up to a $5,000 fine per violation.

Celebrity Cruises told travel agents on a webinar on Tuesday that they will not require passengers to show proof of vaccination, but someone that prefers or opts out of showing proof will be held to a different set of protocols onboard, as well as additional costs to incur to confirm they are healthy.

During a webinar with travel agents, Dondra Ritzenthaler, Celebrity Cruises Senior Vice President of Sales and Trade Support & Service, informed travel agents of their plan for U.S. cruises so they can sail and comply with Florida's laws.

Celebrity still intends to sail with at least 95% vaccinated guests, but it will optional to show proof of being vaccinated or not.

Celebrity requires its passengers from the United States who are age 16 and above to be fully vaccinated. As of August 1, 2021, all guests age 12 and older must be fully vaccinated.

"Florida is a little bit different," Ms. Ritzenthaler explained. "We will still go out with 100 percent of our crew and 95 percent of our guest vaccinated."

"In Florida, we will not require you to have to show proof of vaccination, because we are doing this exactly the right way, but we will go out with 95% of our guests still vaccinated."

If you choose not to show proof of vaccination, then there are additional steps required to fulfill in order to sail.

According to Celebrity, guests who do not show proof of vaccination will be considered unvaccinated and will require a SARS-COV-2 test at the terminal at their own expense.

Guests that do not meet the requirements will be denied boarding. Unvaccinated passengers may be also be restricted in certain ports, depending on the local laws.

"Guests who do not provide documentation of full vaccination will be considered unvaccinated and will require a Covid test at the terminal at their own expense. Guests that do not meet the requirements will be denied boarding."

What was not made clear during the webinar is how exactly Celebrity will ensure a 95% vaccinated minimum of guests onboard, if they are not certain how many guests will not provide proof of vaccination at check-in.

This question came up again, and Ms. Ritzenthaler assured travel agents they would stop selling certain room categories depending on vaccine status.

"Our President and CEO, Lisa Lutoff-Perlo, right before this call said, Dondra, you reassure every travel adviser on this call that we will sail with 95 percent of our guests vaccinated. Guys, the way we're going to do that is we're going to manage the sailing, right?

"We're going to make sure that we open some cabin categories. We closed some cabin categories. We are going to make sure that 95 percent of our guests are vaccinated. That is on us, not you. But you know, you can trust me. You can trust this brand. We will go out at ninety five percent vaccinated on our ships."

Protocols onboard

Masks will not be required for vaccinated guests and children 15 and younger.

Unvaccinated adult guests are required to wear a mask at all times, except while eating or drinking or in their stateroom.

Shore excursions

Guests are not restricted to cruise line excursions, although unvaccinated guests may face restrictions based on local laws.

Returning home

On cruises longer than 4 nights from the United States, unvaccinated guests will be required to take a SARS-CoV-2 test prior to disembarkation, which will be at their own expense.

The disembarkation test will be administered by Celebrity at no cost for children or other persons unable to be vaccinated.

How do you know? Nobody would want them in their little hospitals.

Local health facility relationships are a requirement of the CDC guidelines/certificate. Wouldn't matter, the lines have had those relationships anyway. And ships don't have inpatient care, so an ill passenger will be disembarked and sent to local providers. Who are happy to have them. Maybe many of these regulations are silly, but that doesn't matter to the business' who have to comply with them. Which is the issue. It's a classic case of governmental regulation, particularly when you consider the interest of the US in most cruises is a half day at the beginning, another at the end, of a 4 to very long international voyage. The companies have little choice but comply.

the cdc doesn’t have the authority to implement regulations...they only write recommendations...

If you're a lawyer certain of his/her legal opinions call the cruise lines and pitch them.

It is interesting.
The cruise lines will sail with 100% vaccinated folks. But there are so many “breakout” cases of the WuFlu in fully vaccinated people that there might be a widespread breakout in the middle of a cruise. What do they do then? They will have no scapegoats in unvaccinated people to take the fall.
I love cruises. I live in Florida and want our State to have the business. I can’t afford cruises anymore and I am not getting vaccinated. Just saying it will be interesting to see what happens.

How vaccines work: (my understanding)

1. Vaccines do not prevent incursion of virus into your body.
Because vaccines do not form a steel shield around your
body. So vaccinated person CAN get infected if exposed to a load of virus.

2. What the vaccine attempts to do is create anti-bodies for the virus in your system. So when the virus invades, your body is better prepared to fight it. Most likely you will be asymptomatic. You won’t even know you are infected unless some special tests are done.

3. The amount of virus exuded by an infected person depends on the severity of symptoms. If you are coughing up a storm due to the virus making camp in your lungs, you are going to expel more virus material than if you are asymptomatic without a cough. This is such basic common sense, it does not require links to CDC to confirm.

4. If ship has 95%+ vaccinated passengers, there will not be a large number of people getting fevers and cough and thus spreading lot of virus material to others.

I had no idea CDC budget is funded by private capital. If CD employees are on government payroll I would think it is part of government.

MOST people that will be going on these cruises will be vaccinated. I would NOT go if they made me wear a mask.

This will be my 37th cruise. I enjoyed all previous except the one on Royal Caribbean ship Monarch of the Seas. That ship was small, it was crowded with long lines for everything. The best ship was the enormous Oasis of the Seas, also Royal Caribbean, with 6000 passengers. It was least crowded, more choices for eating, and it was 1/2 mile walk from our cabin to assigned dining room and back. So we got lots of exercise. The ship had a living forest on it, with birds living there permanently. And I tried water skiing on top of the ship which was a blast.

The real test tube is when you fly inside a closed titanium tube called passenger aircraft. The large ships have more open spaces than my single family home. The recent cruise on RCCL ship Oasis of the Seas was so big, it had a living forest on the ship with hundreds of mature trees and thousands of bushes. Birds were living there permanently. I measured the walking distance from our cabin to dining room and back, and it was half a mile of walking. The ship also had a artificial water fall where passengers could water ski. Try that inside of a aircraft flight, a train or a bus.

Yellowstone? OMG mosquito heaven, dirty outhouses, ordinary food, no entertainment, no romantic bars, cooking and cleaning yourself, no thanks. I like getting pampered on a cruise ship, eat the best cuisine, watch Vegas style stage shows every evening, tax free shopping for jewelry, perfumes, clothes, watches etc, dozen or more romantic bars on ship and I can stagger back to the cabin without driving.

On my 36 previous cruises, none of our family of 4 ever got norovirus. But I have gotten norovirus eating in restaurants on land.
