ONTARIO, Ore. — Most businesses in Idaho are relying on the honor code when customers without a mask say they are vaccinated, but that's not the case across the border in Oregon.
New guidance from Oregon Health Authority now requires businesses to check a customer's vaccine status if they want to relax their guidelines.
Restaurant owners like Jason Jugling, the owner of Plaza Inn in Ontario, wish the new health guidelines were clearer. Despite the new guidance from the Centers for Disease Control and Prevention (CDC), Jugling is still requiring masks to be worn in his establishment.
“I still have that masks are required on the front door and most of our customers, our community is so supportive and they’ve said, 'we will do what we have to do to keep your doors open,'” he said.
Under the new guidance, business owners have two options: require proof of vaccination for those who wish to unmask or simply leave the mask mandate in place.
“I would say probably 60 -70% of our customer base does come in with a mask," Jugling said. "30% probably don't and I’m not going to ask 30% if they don’t. I don’t have the time. I will take their word for it, I’m not going to ask to see their card.”
Sarah Poe, director of Malheur County Health Department, understands that some businesses might not apply the new interim guidance, but said ditching your mask without proof of vaccination is not an option in the state of Oregon.

Tell Sarah Poe this sounds remarkably similar to asking for ID just to “enter”. I thought that was racist and unsuitable for people going to vote. The CDC said that people who were even actively testing positive for Covid could go stand in line and vote at the polls on election day.
None of this is about science or consistency.
And a business owner who knows the “law” must either check every single person who does not wear a mask or never ever check one without a mask because that would be unequal application of the “policy” and could be grounds for a civil rights discrimination case.
If no shirt, no shoes means "no service"...this is just a different category.
I live here and haven’t worn a mask since February. I had Covid in December and by the end of January I decided that masking when I have natural immunity was just stupid, so I quit.
Actually only been questioned twice, businesses are not interested in confrontation or enforcing the Governor’s mandates. Not a lot of Karen’s in my rural county. The sheriff has publicly stated that he has actual criminals to deal with so the local health department isn’t going to write tickets without back up.
Someone should ask them how they verify a vax card.

Or, are you like my obsessive compulsive buddy who can name the name, stats and history of every ball league and every player they had that ever existed back to the beginning of baseball? (He’s fabulous if you suffer from insomnia. He can make you go from an anxiety attack to sound asleep in 90 seconds flat.)
Just went to lunch here in Colorado. No masks on anybody, no extra distancing between tables, no “enter here only” and “exit here only” just happy people talking, laughing and having lunch. Went to a tile shop and picked out some new tile. No masks, you could understand what people were saying on the first try.
It’s interesting how fabulous normal can be.

HIPAA only applies to health care entities and a few of their contractors in specific situations. It has nothing to do with this
