shocking discovery out of a Baltimore City high school, where Project Baltimore has found hundreds of students are failing. This is not shocking to a single person paying attention. This story has been repeated for decades in Baltimore.

please recall that this kid was in the upper half of his class. If the school held back every kid in his situation, then in short order the entire school would consist of ninth grade classes. Those teaching tenth and above would have no classes and logically no jobs. This is why they promote them no matter what their grades are.

My wife is a teacher. She rarely sees parents of these kids. Sometimes the mom will threaten her “You BETTER NOT FLUK MY BABY! I WILL SUE!”
See does and sometimes they do.
It is a mess.

Did she she check his homework? Monitor his grades? It isn't the school's job to raise her kid.

What parent doesn’t take a look at their kids grades every semester? Does she not go to Parent-Teacher conferences either? How disengaged is she?
If you lived in a disadvantaged area, you would realize the answer is "most". Not racial, but most view school as a hinderance and a bad thing, since they struggled in school. My wife is often threatened by angry mothers who say she is "Disrespecting" them by flunking their kids who never bother going to school. One said "My baby is going to the NBA! Why axe him about Math?"
The online learning has made it worse, as most kids will not log in, and the state is scared to address it.

Because the focus is on cheap immigrant labor, which is often better educated, and keeping the lower class out of everyone's hair.

Lets be fair on that social promotion part - do you want those bigger, older kids in the same classes with younger students?
I guess there needs to be some sort of lateral promotion track that separates the two. One that, if they can't be taught, prepares those students for vocational training suitable for their intellect and talents, or for their life behind bars.

How can you say don’t blame the jobs if you do not know her work hours. If she is truly working three jobs then I salute her. At the same time I abhor those Ivy League and highly elite college graduates that whine because they can’t pay their college loans yet they seem to have the energy and drive to work only one job. Perhaps it has nothing to do with their drive and energy and everything to do with the ego—to proud to work multiple jobs.

True enough. But this problem is not unique to Baltimore. Baltimore may be one of the worst examples of it but this is a nationwide problem.
School vouchers is a winning idea for parents in these schools. The parents who give a flying fig anyway.
Republicans have been talking about vouchers for years but have done nothing of substance to bring them about.
