Q is the result of the sacrifices and commitment of countless patriots to win back our captured country from the Deep State and achieve the transformation President Trump promised in this campaign video. President Trump has said the awakening of the public is key to this transformation.
Q describes this awakening as follows:

When you are awake, you stand on the outside of the stable (‘group-think’ collective), and have ‘free thought’.
"Free thought" is a philosophical viewpoint which holds that positions regarding truth should be formed on the basis of logic, reason, and empiricism, rather than authority, tradition, revelation, or dogma.
When you are awake, you are able to clearly see.
The choice is yours, and yours alone.
Trust and put faith in yourself.
You are not alone and you are not in the minority.
Difficult truths will soon see the light of day.

This illusion has driven me crazy for who knows how long. I’ve pretty much come to the conclusion that anyone on a TV news show that is called an “expert” is probably, at best, middle of the pack in their field of “expertise”. At worst, they’re a paid political hack masquerading as an expert.
An easier way to explain this : Paul Krugman
These same experts are the “Many scientists / economists / experts / etc” that the press usually references when they are writing their hit pieces. They tend to leave out details like “left wing hack” and “socialism supporter”.

I recall someone here saying that Trump wrote an EO which reinstated the death penalty for treason. It looks like the proposed legislation you found is attempting to undo that.

Demsheviks under 0bola tried to removed the death penatly for treason but were unable to do so.
AB Barr “revived” using death penalty for federal crimes; it had been stopped for years but not through legislation. He revived it, I remember reading the announcement on the DoJ site, and then a small handful of repulsively evil mfers were executed who’d been on death row for years. Not enough, of course.
