I'd say both photos were taken on the same day in 2016. He's wearing the same suit, same tie, glasses, holding the same papers.

Wow that is wild. I’m kinda believing the theory that Joe doesn’t have access to AF1. If I were President, riding AF1 would be one of the first things I would do. Anyone remember when Barrack Hussein first became president? If I remember correctly he took AF1 for a joy ride to NY and it flew so close to the skyline that people thought it was a 911 type of attack.
