As to the montage in your post #1495, the Biden photo is cropped and the photo is way too blurry to define the window structure. And the camera angle is slightly left of center of the window behind Biden affecting the line up of the grids (see explanation below)

[see at far left of 3rd photo at link] I noticed something interesting. Completely covering, and on the inside of the lower wooden sash of the oval office windows there is a separate white metal frame that holds a single large and thick pane of bullet-proof glass (that's why the white wood of the lower sashes appears slightly darker with a bit of a greenish tint in the photo)
The thick horizontal center line between the upper and lower sashes is not the wooden frame. It's the top bar of the white metal frame inside the lower sash.
As to INNER or OUTER sashes -- For old style double-hung wooden windows, the wood pieces (muntins) form a grid and hold each individual pane of glass in place. The bottom sash (lower section of window) typically slides up to open and is to the inside of the upper sash.
[see 2nd photo at article] The wall behind the oval office desk is curved and has three windows. For a camera centered in front of the desk, the grids of upper and lower sashes will line up only for the center window.
The left and right windows are at different angles to the camera, and so for the left window the grid of the upper (outer) sash will appear slightly to the left.
For the right window the grid of the upper (outer) sash will appear slightly to the right, as in the photo of Biden's redecorated office at the linked article [2nd photo, zoom in]

If someone actually mounted the windows so that the top window was on the inside the rain on that window would run into the building, not outside.
First rainy day they would be yanking the windows out and remounting them. Those windows are in a movie set that is built indoors obviously.
