We have windows similar to that. Maybe but for ours no—can’t say about the white house.
Our top window is on the outside. Both windows can be moved up and down—so you can clean the inside and outside windows. Even when you move the top window down, it remains on the outside.
You can move the top window all the way down. Then move the bottom window all the way up—you will not be able to engage the window latches, and their is a small amount of space that doesn’t get totally snug to the frame.
It doesn’t fit the frame perfectly, when the top window is down and bottom one is up. But, I thought all windows were kinda standard that way-so even if it’s a set, the windows should not be different if those are real windows.
