Does Biden or Harris have full security clearance? As far as I'm aware they do NOT. Which is why Harris has not resigned in the Senate. To this day she is still part the Senate and on the Committee on Homeland Security and Governmental Affairs.

They can not function without full security as president. Think in terms of the Smith-Mundt Modernization Act of 2012
