Some think it isn’t. It’s hard to say if this is a leaked release of the real declass or a fake to make people ignore the real release under the misunderstanding that they’ve seen it and it’s nothing. Someone here already suggested that.
So far, there isn’t anything groundbreaking in the information at that site, but that could be because we know more than the average person. In short, I don’t know, but I think we’ll all know soon.

They’re assuming there will be an incoming Biden administration. Same with Dominion. Notice that Dominion didn’t start threatening legal action until recently (at least not that I’m aware of) because they weren’t sure earlier whether or not Trump would remain in office. Now they think he won’t. All American Thinker had to do was wait a few days and they wouldn’t have had to issue their retraction.
