It is an airborne Command and Control asset/No/No reason to think he isn't.

So this is a command and control plane that has hardened electronics similar to AF1 but is put in the air for national emergencies to assist with coordination while remaining mobile.

I don’t see AF1 at least not broadcasting

Last I heard it was at the National Defense Command Center in Abilene, TX a day or so ago, and today flew to Offut AFB.
Home of STRATCOM and Space Command.
Incidentally, the DNI today added SpaceCom as an Intelligence Agency.
