He mentioned being disappointed in the results of the election, his only goal was to preserve the integrity of the process.

No concession, no mention of Biden.
He looks defeated, but not defeated, if you know what I mean.

Pompeo referred to smooth transition to “second Trump administration.”
Serving “has been my greatest honor,” that’s not closing a door.
He is being purposefully vague. Why? I do not know.
“Has been” is not the same as “was.”
The former is the present perfect continuous tense. The latter is the past.
If he had said “is,” the press would unduly focus on that and say he is being delusional in thinking he really is still the president and is going to continue to be.
I just don’t think he wants to give them that talking point right now and a news cycle with it.
What else did he say that you think he might want the press to focus on instead?

I told hubby during supper that I needed to listen to President Trump’s message again before deciding what I think he was relaying. With that, the quote you shared is my focus because he did NOT state concession to Biden bin Hiden.
