I don’t know about professional photographers, but many in the US are using those cameras doing 1st. and 2nd amendment audits. They are ensuring our Constitutional amendments are not violated. Many don’t like it. You can find them on you tube

However he is talking about a couple mil. or secret service agents stating they are documenting everything, people involved etc. So they may actually have a plan to set a trap, a sting if you will. I think that is what he is saying.
