POTUS cannot fight Congress now if signed. They just take his signature and blow off the rest.
POTUS simply has no Constitutional mechanism to force Congress to do anything once he signs his me.

I believe you are correct. I see no Constitutional mechanism that bypasses the legislative process and grants POTUS any such authority.
If a bill is passed by both houses of Congress and submitted to POTUS, he can either sign it in to law or not. Nothing inbetween...and Congress cannot modify that process without a Constitutional amendment.

All POTUS has to do is TELL THEM he’s not gonna sign the check... and then not sign the check. And they ignore it.
Congress can just ignore that... and if they do, no checks get signed.
In this case... that means no $600 Covid payments go out... unless you make them $2000 payments. And no $2000 payments go out... unless you cut the pork (and other stuff) out... and put the 230 thing in.
They’ll have to vote on a new package to get anything done.
The rest is timing. It only lasts 45 days... so, yeah, if they want anything being done before mid-February (Jan 20th in the worst case)... they’ll have to act as he asks... or get nothing now.
The FISCAL year runs from OCTOBER... so there isn’t any looming deadline limiting his 45 day withhold just because the Congress ends in six days.
So, will they vote on this ? And, if they do... what will Trump do then ?
