You are totally misreading it...
“In the past, Congress has simply ignored other Presidents citing the act...” Which means, when Presidents say “I’m not spending the money”... Congress hasn’t really ever done anything about it.
All POTUS has to do is TELL THEM he’s not gonna sign the check... and then not sign the check. And they ignore it.
Congress can just ignore that... and if they do, no checks get signed.
In this case... that means no $600 Covid payments go out... unless you make them $2000 payments. And no $2000 payments go out... unless you cut the pork (and other stuff) out... and put the 230 thing in.
They’ll have to vote on a new package to get anything done.
The rest is timing. It only lasts 45 days... so, yeah, if they want anything being done before mid-February (Jan 20th in the worst case)... they’ll have to act as he asks... or get nothing now.
The FISCAL year runs from OCTOBER... so there isn’t any looming deadline limiting his 45 day withhold just because the Congress ends in six days.
So, will they vote on this ? And, if they do... what will Trump do then ?

“You can go to war without us... but only if you tell us what’s going on within the next X days”...
In this case: “You can decide to not spend money we’ve appropriated... but only if you tell us first that you’re not going to spend it.” No big whoop.
The impact, here... would mean no checks get signed for 45 days... after Nancy just promised the House WOULD VOTE tomorrow to approve the $2000 instead of $600 each ? So, they will have to vote again to make that happen.
They will also have to vote on these other changes to implement them... de-funding the deep state pork pie, etc., or else no checks will get signed before February ? And, if/when they DO vote, again... the clock starts over... and then Trump can just veto it again... unless they DO give him what he wants ? And, if they ignore it and do nothing... no checks get signed.

It’s more like timing the STEAL to home to win the run...
How you get there might matter to the purists and the game statisticians... but, on the scoreboard, style points on how still doesn’t matter nearly as much as just getting there.
If Pelosi backs out her own side will take off her head ?
If those same people side with Trump on voter fraud issues ?
Trump and AOC did a $2000 deal to gut Pelosi and McConnell ?
