1) The House has released the text of its $2,000 direct payment bill. This will be on the floor late tomorrow afternoon or tomorrow night. The House will subject this to a two-thirds vote for passage. Many Republicans opposed any more direct payments.
2) So it will be interesting to see if Republicans align with the President now – or toe their line. And, by handling this bill as “suspension” (which speeds the bill the floor but requires a two-thirds vote for passage), passage of the bill is not guaranteed.
3) Democrats are essentially daring Republicans to vote no. And hitting the two-thirds threshold is a challenge.
Moreover, Democrats are making the implementation of $2,000 checks contingent on the President signing the combo COVID/government funding plan.
4) The relevant language is below:

Then it has to be rejected and a “stand alone” bill offered.
