Every fold in the Ballot leaves a code.

Each county should have invoices and receipts for ballots purchased
Usually it’s a county official who publicly pays these bills They are public record
The record would show how many ballots were purchased from whom
The county should not have purchased more ballots then voters
The number of votes should not be more than the number of ballots purchased.
