Shortly after or about that time there were rumors of China printing out ballots and substituting or flooding election with their ballots. It was because of this that DHS decided to place watermarks on each ballot. They supervised the printing and distribution of all ballots Even in Indiana we had much tighter ballot control and distribution. And yes their appeared to be a watermark which I spotted before I had heard the rumors on the ballot. In fact my democrat partner pointed it out to me. A small multicolored seal above where we placed our initial.
