Maybe one of the media outlets, for example CNN, made it up. Then another outlet picked it up saying, according to CNNs reporting Then someone else goes further and says according to the White House reported. The media makes things up all the time. Unless it is an official White House declaration I dont believe anything.

I don't use a smartphone (just my Mac) -- but there are lots of astronomy apps out there for them. Here's an April, 2020 webpage that discusses 16 phone apps:

Most of the apps are OS-specific -- so, if you tell me whether your phone is iOS or Android, I can probably suggest a couple more. Many appear to be free, and the most expensive (a highly-specialized telescope-guiding tool) is $14.95.
