"is this an app for a phone ?? - when I walk the dog I often wish I knew what I was looking at up there...."

I don't use a smartphone (just my Mac) -- but there are lots of astronomy apps out there for them. Here's an April, 2020 webpage that discusses 16 phone apps:

#8, Sky Safari is for both Android and IOS. It looks a lot like Stellarium -- with its ground-based viewpoint:

Most of the apps are OS-specific -- so, if you tell me whether your phone is iOS or Android, I can probably suggest a couple more. Many appear to be free, and the most expensive (a highly-specialized telescope-guiding tool) is $14.95.
